Buttons not working in Preview mode

I just got FP2003. When I'm in Design view, I can hold CTL and click on a
"button" and the appropriate web page will open. However, when in Preview
view the buttons don't work (whether or not CTL is held down).

I'm guessing that I've failed to set up something, but I can't see what.
Perhaps buttons are suppose to work another way in Preview view!! Thanks
