Cached Exchange Mode and "reply to All"????

I've just done a new install of outlook and have a strange behaviour.
In cached exchange mode I can't do a "reply to all" while disconnected.
If I attempt to do this outlook throws me an error saying that I need
to be online to be able to do this. If I do just a reply then it works
fine. If I go to file ->work offline I can do a reply to all.....

this is extremely annoying and I've spent hours looking at it any help
would be appreciated. Thanks.
