Calendar resource

I am using outlook 2003 with exchange 2003. I created AD accounts for our
conference rooms and want to set them up to be used as resources.
I logged in as the resource and opened outlook 2003, Options, Calander
options, resource scheduling. The only two check marks I have are the first
two. (the one that declines recurring meeting is not checked). When I went
to test it and send the meeting requested I received the following error
"conference room declined your meeting because it is recurring. You must
book each meeting seperately with this resource"
This was not configured as recurring. When I went into the conference room
calander, the meeting was there.
I cant seem to find any solution to this problem
