Resource Meeting Request Declined Has Editor Rights?

I have a couple of Conference Room Calendars setup up and I have given users
editor rights to these calendars. If they go to the calendar and create an
appointment it works fine. They can see it, edit...etc. But when they try to
do a meeting request and select the Conference Room by using the Rooms
button...when they try to send the request..it emails them back a message
saying "Your meeting request was declined" "You do not have permission to
book this resource"

Any thoughts on why this is happening and how to fix it. Like I said I have
given these individuals Editor rights for the calendar resource.
