can a poster in publisher be in the body of an e-mail (hotmail)?

I would like to include a poster in the body of an e-mail -not as an
attachment but as the person opens the e-mail for them to see it instead of
downloading anything.

If your recipients have HTML messages disabled your message will arrive as an
attachment. You can convert the file to an image, but again it will arrive as an
attachment. You can send as a PDF, there are free converters around. This is one:
