Can a Powerpoint presentation have a scrolling banner?

Please elaborate more on the scrolling banner.
By saying scrolling banner, do you mean something like this?

If this is what you want, then yes, you can do that in PowerPoint.
And what PowerPoint version are you using?

I'm not sure the version the customer is using, however what he wants to do
is similar the CNN news station, how they have news flashes across the bottom
of the screen.

In PowerPoint 2002/XP and above,
Add a textbox and type the news flashes.
Then, drag the textbox out of the slide, to the bottom right hand corner.
Click Slide Show > Custom Animation.
Click Add Effect > Entrance > Fly In.
Set the speed of your preference.
Set direction as "From Left".
Double click on the effect to bring up Effect Options dialog box.
Click on timing tab.
Under repeat, click on the dropdown field and select "Until end of slide".
Is that what you want?
