Can animation in Powerpoint templates be diabled?

My boss is using a template in Powerpoint that has a horizontal bar below the
title. In slideshow, this bar is animated -- which he does not like. Can
this be turned off?

Try View > Master > SlideMaster

Can you select the object and right click it and choose "custom animation". Then set it to no effect

Or if the bar is on everyslide.....select the object and right click it and choose "custom animation". Then set it to no
effect
