Can Excel do this?

I want to set up a spreadsheet that when you input a number into a
cell, every other instance of that number on the sheet changes colour
or highlights or whatever?

try the following:
- select all cells (without the cell which you use for your input)
which could be highlighted
- goto 'format - Conditional format'
- enter the formula (if A1 is the cell you want to use for your input):
=$A$1
- choose your format

This should work, but don't be surprised if your worksheet runs like a dog
if you select a lot of cells. If the range is limited, you would be wise to
restrict to that range.
