Can I aumatomatically Receive but Manually Send?

I have set up my w2000 (Office 2000) laptop to
automatically collect and send email every few minutes.
Receiving automatically is OK but I wonder is there a way
I can manually send email (ie. having reread a while
later) and automatically receive?
