can I change pictures from color to sepia?

I have a color picture in JPEG, but I would like to change this picture to
sepia. Is this possible with a standard office application?

If you have Office 2003 Picture Manager. Click edit pictures then choose
color and adjust the Hue and Saturation to get a sepia effect.

If you have Office XP or earlier you should be able to create a sepia effect
in Photo Editor if you have it installed.

To get good sepia effect you will want to use an image editor such as
Photoshop, Paint Shop Pro, Digital Image Pro, Serif PhotoPlus, or Irfanview.

The best software to do this is something like PaintShop Pro or any other
decent picture editor..

You can recolor a photo in Publisher, experiment with the colors, you can come close
to sepia.
