Can I download Outlook

Is there anyway I can download Outlook for free or does
it only come with Office? I have a home user that
doesn't have Office that needs to gain access to our
Exchange server over VPN. If Outlook is not free is
there an email application that can access Exchange and
is free?

Microsoft Exchange via POP/IMAP. It should be noted that this does not give
them the rich features of contacts, calendar, tasks, .etc.
