can i insert clipart ontop of a picture

i have opened a picture in word and need to insert clipart on top of it ie
santas boots i want to insert so they look like they are coming out of the
chimmney pot but have had no success of achieving this without affecting the
main picture

And how, exactly, is placing the clipart over the picture "affecting the main
picture"? Also, which version of Word do you have?
