I deleted a .pst file that I need to recover and cannot
find it in the Recycle Bin. Is there any way to locate

Try:
1) look for *.pst
2) see at Documents and Settings\USERNAME\Local Settings\Application
Data\Microsoft\Outlook (as well try to recover from archived items)
3) Use 3rd party software such as unerase to recover
