can not add new exchange users to meeting request

I have created 4 new exchange users but for some reason when I try to add
these new users to a meeting request, it tells me that their is NO
INFORMATION for the new attendees. Has anyone seen this? Is this a
permissions issue?

We are running Windows 2000 AS sp4 with Exchange 2000 sp3.
