Can not send emails in Outlook 2007-Windows Vista user

I keep getting the error code "Task (e-mail address removed) send error code
OX80042109 . Outlook cannot connect to your outgoing smtp server." The other
account I use in Outlook requires "secure password authentication (SPA)" and
I think this has something to do with why I can only receive messages from
this account but not send. I have checked all my network settings and my
account is set up properly. I have spoken with eastlink at least 4 times and
they think it is a firewall issue but I don't know how to fix it if this is
the case. I have Windows Vista and I use Windows Live Onecare as my virus
protection. Can anyone help me, I am very frustrated at this point and there
is nothing on this site taht seems to be able to help me. Thank you to anyone
in advance for their assistance.

Is that the complete text of the error message? Or did you truncate it?

You'll have to use the correct IP name for the SMTP mail host. Call
the e-mail provider or read their web help pages on what are the mail
host names.

It is also possible that their e-mail service is down. You gave no
indication for how LONG this problem has existed or even if it is a new
problem with an old account (i.e., it worked before) or a new account
that you just defined so it has never worked before with that account.

No, it doesn't. The SPA is a per-account setting. What you configure
in one e-mail account is independent of what you configure in another
e-mail account.

"Server not found" probably means you don't have the correct host name
specified for their SMTP mail server. You can always disable your
firewall to retest.

What happens when you attempt to telnet to their SMTP mail host?

telnet <smtphostname> <port>

Try port 25. If that doesn't work, try 587. If that doesn't work,
enable SSL for the outbound connect and use 465. The point is not to
use the telnet session for doing e-mails but just to see if you see
their Welcome message line and that you can establish a session with
their mail host versus not being able to find their mail host at all
(so telnet tells you there is no such host). You could also run:

nslookup <smtphostname>

to see if whomever's DNS server you use has a lookup on that IP name to
return an IP address (humans like names, computers use numerical
addresses, hence the need for the lookup).

disable its firewall. Or read the help included with the OneCare
product to see how to configure or disable its firewall.

Thank you for the reply. I am confused as to what you mean when you tell me
to telnet the SMTP mail host. I don't know how to do this.
In any case, I am sure this is an Outlook issue because I can send emails
from windows mail with no problems and it is received with no problems. To
answer a few of your questions, thisnproblem began at least 1 month ago and
it was working fine prior to that. If I can send emails using
(e-mail address removed) through windows mail without disabling any firewalls or
changing any settings, what tests do I need to do to find out why Outlook is
not allowing me to send any emails from that account? Thank you and I look
forward to a response as you seem knowledgeable regarding Outlook issues.
