can only send/receive once

using outlook 2002, microsoft xp home. (have auto check
for e-mails turned off due to this.) second time
send/receive tried, get error cannot connect to server.
also IE slows to a crawl immediately after outlook use is
attempted. have verified server settings with isp
(earthlink.)
