Can Outlook do this?

I know Outlook Express can but hou about Outlook?

I want to be able to setup a POP3 account that will not check fo rnew mail.
Can that be done? I can't find the setting?

you can. when you first time setup an account you can select using manual
setup account. then only you must create personal folder or use outlook
default personal folder

I assume you mean that it does not check automatically for new mail? You can
set the send/receive options in Tools-> Options-> tab Mail Setup-> button
Send/Receive...
