can project merge work orders to help manage many projects

I am looking to have new projects start as incoming work orders (digital)
that can merge to a master project list and based on estimated time to
complete and priority level merge into a master schedule.

Am I dreaming?

I think you have to be careful here not to try merging two sets of
potentially conflicting data. As a first guess I would have a simple
database to record all work orders etc and have schedules for projects
separately.

As your system maturity progresses you can have hyperlinks from the work
order database to the project file, then start adding code to export and
import data to and from the project schedule.

I would certainly do this in phases, don't try for a big bang.
