Can send but not receive emails in Outlook 2000 0x800ccc13 error.

Have deleted then re-installed Offcie 2000 including Outlook.
No change. Still get error message code 0x800ccc13.
Have been advised that resetting TCP/IP stack is dangerous last option to
take.
Any alternative options?
