Can you create DHTML Menus using Frontpage 2003?

Can you create DHTML Menus using Frontpage 2003? I was looking at the help
system and it keeps referring to the menus "toolbars" within the Frontpage
program. If I can't create these drop-down menus on my webpage, what program
do you suggest I use. And, how much will it cost me to purchase a program of
this nature? Thanks for your help!

Yes, I only gave it a quick look-see and wonder what aspect you do not agree
with.

It's pretty flakey in Firefox and of course totally nonfunctional in NN4.
These type are menus are very easy to do for any version 4+ browser so it
doesn't make sense to me to use one that isn't cross browser.

I'll assume the author did not disclose the browser requirements which
should be done.

"All of the drop-down menu examples in this article work in Microsoft
Internet Explorer version 5.0 or later. The simple drop-down menu example
and the drop-down menu example with images also work as expected in Opera,
Mozilla, and Netscape Navigator. The cascading drop-down menu example does
function as expected in Internet Explorer and Opera but not in Mozilla or
Netscape Navigator."
