Can you make your own PP templates from your own photos/art/etc?

I would like to make some specialized templates for some of my lectures. Is
it possible to create your own templates without going through a company to
produce them?

The easiest thing is to go to View > Master > Slide Master and put your
pictures there to show up on every slide. You can also rearrange the
placeholders and adjust the fonts. Finally, save the file as a PowerPoint
template (.pot) file, and you have a template.

Yes you can create your own template. To make changes go to view > slide
master. It is here that you can custom design your own template by changing
background colors, text/fonts, insert photos/logos, etc that will appear on
all of your slides. Also, you can use color schemes to apply global changes
to your template.
