Cancel international prefix from contacts

Goodmorning,
i have a exchange server 2000 and i use this with outlook.
Into contacts every number have a international prefix.

Is possible to avoid this auto insert?
All this because i have a program that take a fax nunmber from public
address book from my internal exchange and couldn't dial a international
prefix.
