Cannot find Database Upgrade Utility in Project 2003

I installed Project Professional 2003 (including SP3). I'd like to upgrade
Project 2000 projects into the Project 2003 database structure.

However, I can't find Database Upgrade Utility at all. I added the Com
Add-Ins menu item but it isn't listed as an option under Add-Ins.

I see that there is a separate MS Project 2002 Database Upgrade Utility, but
the help materials in 2003 seem to indicate that the Database Upgrade Utility
would be included in MS Project 2003. Also I checked the options for
installation of Project 2003 and don't see Database Upgrade Utility as an
option to install.

Any ideas? Thanks in advance.
