cannot open new works template

I have Office standard edition. In word 2003, I click File, New Works
Template and I get the message "Cannot display the End Users License
Agreement which must be displayed and accepted before you use the
application. To display the agreement, reinstall the application.

I have gone throught the purchase, entered the key, and registered with MS
on Office Standard 2003. I have done a repair of Office but the message
persists.

Any help would be appreciated.
