Cannot open Publisher 98 file in Publisher 2003

We have a file created with Publisher 98. We have just
purchased and installed Publisher 2003 and cannot open
the 98 file.

Is the script blocking and Office Plug-ins in the options
menu in Norton Anti-virus?

That could be the problem. Disable the script blocking and, in options,
disable "Office Plug-ins". Also, make sure you've downloaded all of the
Publisher updates from Microsoft's website.
