Cannot receive or send mail in Outlook Express 6.0

Although I have been using Outlook Express 6.0 for over a year now with no
problems I am now getting an error message when I try to send/receive mail.
It says "cannot connect with POP3 server".
I have extended the time out limit but that didn't work.
I'd be grateful if anyone can help
