Cannot scroll in outlook 2000 address book

Cannot get the microsoft intelli explorer whell mouse to
scroll the address book. Installed latest drivers. I have
seen this scroll bar work in Outlook 98. I tried a support
fix from microsoft but still doesn't work. Please help.
