Cannot send web pages by email

I used to be able to send web pages by email, but now I
cannot do it. At least not directly. If I select "send
page by email", I get Outlook 2003 SP2 starting, but then I
get "This message has not been sent".

Clicking "Send" makes no difference. How can I fix this problem?
