can't activate by telephone

I just installed Office 2003 Pro on a new computer that I
built. The motherboard was faulty and I had to install a
new one. Both XP and Office asked me to authorize again.
It worked fine by telephone of XP, but when I select
authorize by telephone for Office, the Activation wizard
window just closes. I have tried reinstalling Office and
then uninstalling and installing again but the problem
persists. I've disabled Norton firewall and anti-virus
and rebooted without them, but the wizard still does the
same thing. I got the phone number I need for activation,
but they will not do it without the installation ID that
would appear on the next screen of the wizard. Any ideas?

60 day trial? The trial copies do not have telephone
activation available.

Unfortunately, still no luck. I tried all the steps twice
and the same thing still happens. The second time I
deleted another folder, called OfficeUpdate11 that was
not in the main Office Program folder and still no luck.
I also have an empty folder left over from Microsoft
Frontpage that I cannot delete. There are no reg keys for
Frontpage and no other trace of it that I can find, but I
still get the cannot delete, may be open/in use by
another program error message. Could it be related to
Norton Internet Security/Anti-Virus/Systemworks? Those
programs also wanted me to re-authorize after installing
the new motherboard, but they seem to work fine. Could
they be blocking the wizard even when completely
disabled?
