Can't apply new or change background??

Front Page help says...in page view right click page,
choose page properties....click the "BACKGROUND" tab if
you want to choose or apply a new background. I do not
have this background tab available in my 2002 version of
Front Page. I have....
General
Margins
Custom
Page
Workgroup
Can someone tell me how to apply a background?
