Can't change "Data entry options" in Value List dialog

When customizing enterprise project text fields, I can't select the option to
"Allow additional to be entered into the field". It is greyed out. The
"Restrict field to items in the value list" option is selected and I need to
change it but can't. What is preventing me from selecting this option? I of
course have Admin rights and have the enterprise global open. Also, I can
add and edit tems to the Value List and select the display order sort options.

Hello Skip,
This option is forbidden for Enterprise fields.
Normal: what could happen if every user could add his/her own items ?
