can't checkout project

I have a person who can't check out his own project. A prompt shows up saying
that he can only open it in read/write mode. The error occurred through
projpro and through pwa.

So, I checked the queue. Queue is empty.
I went to force check-in of enterprise projects. There were none there.
I restarted the queue service and repeated the above steps with the same
results.
I upgraded him to an admin temporarily and still nothing.

I tried to check out the project myself, and I was able to do so successfully.

Any tips?

I would check that this user does not have any permissions denied at the
user account level.

All the permissions look as they should.

I received more information last night from the user. The exact error
messages are as follows:
"This project cannot be opened in read-write mode because a previous
check-in of this project is not complete. Do you want to open this project
read-only?"
Selecting No, doesn't open the project.
Selecting Yes, opens the project.
If you try to resave with the same name, it says "The file [project name] is
already checked out to [user]. To save a project with that name, get [user]
to check the project back in or contact your administrator for help."
The [user] in this case is the PM of the project who is having trouble
checking out the project. Like I said, I, as an admin, can check out the
project without any trouble.

Try clearing the local cache of the users client.
