Cant customize Outlook Today

After a system reformat, repartition and load of Windows
2000 SP3, (Outlook 2000) - user can't use the Customize
Outlook Today feature. When he clicks the button nothing
happens. I have 2 users that are having this same issue.
Any ideas?
