Can't find Out of Office Assistant

The Out of Office Assistant is not in the Tools menu. When
I try to complete the Add-in for it, nothing happens. Any
ideas on how I can access it?

The Out of Office Assistant is only available if you are connected to an
Exchange server -- are you? If not, you can spoof the OOA using the
Rules Wizard, but Outlook must be kept running in order for the rule to
