Can't find Publisher on my laptop

I am running Windows XP 2002, service pack 2. I've looked under control
panel, add/delete programs and found that I have both Office Basic Edition
2003 and Office Standard Edition 2003 installed. 1st - how do I know if
Publisher 2003 is a part of that install? 2nd - if it is installed, how do I
access it? 3rd - if it is not installed, what should I purchase?

There is no such version of Windows. There is of MS Office.

It (Publisher) obviously is NOT installed. If you want it, you need
to purchase it.

Is the moon full?

Not very helpful. I took the information about my computer from "about my
computer". Regardless I've received friendly helpful input elsewhere.

Publisher came with Office 2003 Small Business Edition, Office 2003
Professional, and Office 2003 Professional Enterprise. So you don't have it.
2nd - if it is installed, how do I
access it? 3rd - if it is not installed, what should I purchase?

Microsoft Publisher, either 2003 or 2007. The latter will be easier to
find as it is the current version.
