Can't open excel files as read only from a shared volume

Operating System: Mac OS X 10.5 (Leopard)

We have 8 Macs all connected to a shared volume. The second person to open an excel file is told that it can be opened as it is already being modified. You are given the option to open the file as read only or can choose to be notified when it is closed. If you ask to open it as read only excel reports that it cannot access the file. If we turn on sharing it works ok. The problem is that we want the file as read only and don't want the limitations imposed by sharing the workbook. (once shared how do you turn sharing off). We have moved the files to different locations, used new accounts, checked permissions, updated everything in sight.

Choose Tools/Share Workbook... and in the Share Workbook dialog, uncheck
the "Allow changes by more than one user at the same time" checkbox.

After unsharing it, do a Save As. In the Save As dialog, click the
Options button. Check the "Read-only recommended" checkbox.

Thanks for the speedy reply. Ihad already tried what you suggested but the checkbox wasn't checked, however the file is still shared for all the amend!?!

Had all users closed the file when it was unshared?

Tried this and again the second person to open the file is told that the file can be opened read only but when you try the file can't be accessed.
