Can't paste into publisher from outside program?

Good morning! I've been having difficulty accessing pages here and don't have
much more time. Thank you for your patience if this has been answered.
I can't copy text from my ASCII text developer program and paste it into
publisher 2007. It copies to the windows clipboard, it pastes into Word and
other programs, but publisher doesn't recognize it.
Is this a setting somewhere I can change? Thankyou VERY much for your help.
