Can't receive email

I just installed WinXP and Outlook2003 on a computer,
starting with a blank hard drive. I setup my Comcast email
account and clicked Test Settings, and everything passed.
When I open Outlook, I can send messages, but can't
receive anything. I've tried this in Outlook Express on
the same machine and get the same result - I can send but
not receive. I went to another machine that has Outlook
2000 on it, but with the same email account, and can send
and receive from that machine, so I know that the Comcast
account is working.
