Can't seem to close Outlook

When I quit out of Outlook it never really seems to close. I know this
based on two reasons.

1. The program comes up too fast
2. My Deleted folder (which is supposed to clear everytime I quit) doesn't
delete the files in there.

Is there a setting I missed?

Please advise

Do you sync to a PDA or have fax software? Either can keep Outlook running
in the background....

What version of Outlook?

I do sync with my phone, but it's not always plugged in. MS Outlook 2000-SR
is the version I have.
