Can't send attachments

I have a system which appears to send attachments
correctly but on the other end, the attachments are not
recognized . An additional quirk is that the Send button
does not send the message automatically but merely stores
it in the out box and waits for the user to send it
manually.

Any ideas would be appreciated.
