Can't send e-mail in Outlook, I get error:inteface not registered

I have never used Outlook and when I tried to send an e-mail, I got the error
message: interface not registered. I don't know how to correct the problem
and it won't let me go any further. Does anyone know how to solve the
problem or what is causing it?
