cant send email

when I set up email accounts and do the test it all passes ok, but when I try
to send an email it wont allow me to compaose an email, as the tool bar will
not highlight to allow me to write new message. Then I get a message about a
server problem, but the test shows all as ok?

What version of Outlook? What type of account? What do yo mean by "the
toolbar won't highlight"? To compose a new message, you click
File>New>Message, or just the New button while viewing any mail folder.
