Can't Setup Data File for Outlook

I had Outlook 2003 on my computer and deleted it. Now I want to use it
again. I tried re-installing for the original CD but I still get one error
that is preventing it from starting.

I can not create a Data File for Outlook. I also tried using the Mail icon
in the Control Panel, where you can set up an email account (which worked
okay), and then set up a Data File (which doesn't work). When I try to add
an Outlook Data File, and get the menu for New Outlook Data File, it shows
"Types of Storage" and it's blank and I can't add anything to it.

Outlook says something may be missing but what?? I tried installing from
scratch and no go.
