change format of picture to vector or eps file any ideas

Format Pictures

Hi, I need to change the format of a picture to a vector file or a adobe eps
file and I don't have any idea how to do it can someone help. Thank you

Sorry, I'm afraid Micrososft Project, which is the subject of this
newsgroup, does not do this.
