changing language in OUTLOOK 2003 to OWA

Hello

I have outlook 2003 that runs in hebrew, and exhcnage server 2003, when a user connect using his outlook 2003 hes getting the same language as the install outlook and the OWA is the same ( Outlook Web Access ), is there a way to put OWA on english only ?
no matter what is the language of the outlook ?
