Changing size of photo

I have inserted a photo into a word document. It is too large but has no
sizing handles.

Can you access the format tools by double clicking the image? Is the image
set behind text? If so, select it with the white arrow pointer on the
drawing toolbar.

Nothing happens if I double click. Right click shows menu but Format Object
is grayed out. Picture toolbar doesn't have anything that helps. The image
is on a page by itself right now. No text behind or over it.

I said the drawing toolbar! The image can be set behind text and
inaccessible regardless of whether there is actually text on the page.
