Cleaning up folder structure on old web sites

Does anyone have a recommendation or is there a tool that
will assist in cleaning up and putting in a logical or
hierarchal order, old web sites that have not been
maintained correctly and have files and folders scattered
accross several drives, with no sense of flow at all.

You could eliminate the "several drives" issue
by publishing the web to a folder on one
drive.
As for the other issues I think it is just a matter
of editing and rearranging.

Seriously, this is as task that requires human judgment.
The various FrontPage reports and views may help, but it
still comes down to judgment.
