Client Send and Recieve

I have installed Office XP on several machine recently
and the Outlook Client is setup up for Exchange Server
(2000). In order for a user to Send or Recieve mail they
have to click on a folder, open an email or click on an
shortcut for it to Send or Recieve any mail. This is not
a timed thing because if they don not refresh the client
by clicking on something they will never Send/Recieve
email.

I need to find away to correct this..
