Combine individual MS Office files in a folder under tabs and sub

I work on investment projrcts that involve many documents. I would like to
replicate a three-ring binder electronically. I would like to have documents
divided by tabs ( and sub-tabs) . I would also like to navigate from document
to document without having to open each one - like I can navigate from one
sheet to another. Can anyone help me? Thanks
