%Complete is measured against time. You want %Work Complete. This is a
field that is weighted by the amount of work in each activity.
Example.... Task A is 50 Hours and Task B is 10 hours. If task A claims
80% and Task B claims 20% then the overall project complete is (0.8*50 +
0.20*10)/60 = 70% Work Complete
